1.This unit introduced the concept of top-down and bottom-up approaches. These approaches raise a question about who actually knows what is best for healthcare delivery in the United States. 2.I was torn on the answer to this question. I think healthcare workers know better than lawmakers what changes are needed in healthcare. However, I also think that the healthcare workers (HW) would have tunnel vision and not pay attention to other issues and I think lawmakers (while their focus is not on the needs of the patients) are more likely to get changes to happen than the HWs (in the case of getting laws changed; such as the ban on smoking in public places).
